The Prince George’s County Planning Board of The Maryland-National Capital Park and Planning Commission names Katina Shoulars as Acting Deputy Planning Director of Operations of the Prince George’s County Planning Department. Shoulars will lead the team within the Community Planning, Countywide Planning, and Development Review Divisions.
Shoulars – a resident of Prince George’s County for more than 30 years – is a dedicated and driven professional known for her commitment to growth, creativity, and impact. Throughout her career, Shoulars has gained more than 20 years of planning experience that cover specific topics of infrastructure planning and the impacts of development on infrastructure, specialty, environmental, transportation, historic preservation, and public facilities. Shoulars joined the M-NCPPC Prince George’s County Planning Department in 2002 and has held the positions of Senior Planner, Planner Coordinator, Planning Supervisor, and Division Chief. Shoulars has contributed to the planning review of numerous significant projects in the County, including National Harbor, South Lake and Woodmore Town Center. In her previous role as Division Chief of the Countywide Planning Division, Shoulars worked with the Office of the County Executive, the Office of the County Council, and residents and stakeholders to work on policy matters and balance the various development needs of Prince George’s County. Under her leadership, the Countywide Planning Division has released the County’s 2022 Economic Strategic Action Plan and Go Prince George’s – the Preliminary Countywide Master Plan of Transportation – and was recognized in 2024 with a Maryland Planning Award in the area of Zoning/Regulation/Process Reform for the update to the County’s Woodland and Wildlife Conservation Ordinance Amendment.
Shoulars holds a Bachelor of Science in Biology from Howard University and a Master of Science in Environmental Science and Policy from Johns Hopkins University.
