Speakers / Instructors Biography

Carol Bryant Payne, Field Office Director, U.S. HUD Baltimore Field Office
Carol Payne is the director of the Baltimore Field Office of the U.S. Department of Housing and Urban Development and coordinates the delivery of HUD’s program in Maryland's jurisdictions (except Prince George's and Montgomery Counties) with a focus on affordable housing, economic development, neighborhood revitalization, housing needs for special populations, and the integration of health and housing policy. Carol’s expertise includes building partnerships and bringing together diverse groups in solution-oriented dialogue to promote community engagement and build public trust. Previous roles have included leadership positions in nursing administration and research at Johns Hopkins' medical institutions.

Carol is a Salzburg Fellow, one of 50 international recipients selected to study the Social and Economic Determinants of the World’s Public Health in Salzburg, Austria. She was recognized by the Maryland Daily Record as one of Maryland’s Top 100 Women for her public policy and social justice activism in the areas of health, education, and housing. Carol is a graduate of Harvard University’s John F. Kennedy School of Government—Executive Training Program for Housing and Community Development Professionals and holds a master’s degree in nursing from Johns Hopkins University.

Marvin Turner, Director, U.S. HUD D.C. / National Capital Area Office
Marvin Turner currently serves as director of the District of Columbia/National Capital Area Office for the U.S. Department of Housing and Urban Development (HUD). As Director, Marvin oversees HUD’s programs and services for the National Capital Area and has a keen interest in housing affordability, community development, and the prevention of homelessness. During Marvin’s 15 years with the department, he developed a reputation for transformational leadership. Prior to becoming the director for the National Capital Area, Marvin was called upon to build the department’s disaster response capabilities, build a national footprint for emergency preparedness, and provide operational guidance for offices around the country. Marvin currently serves in a leadership capacity for the Regional Interagency Council on Homelessness.

Marvin is the recipient of the Secretary’s Award for Outstanding Service from Secretary Martinez. He has also received an Impact Award from Secretary Preston and received recognition from the White House Office of Management and Budget. Marvin is a Senior Fellow in the Excellence in Government Program and received his bachelor’s degree from Howard University, his MBA from the George Washington University, and his law degree from the Georgetown University Law Center. Marvin also attended executive programs at Harvard’s John F. Kennedy School of Government and the Wharton School.
